GENERAL PURPOSE
Performs a variety of professional, administrative and complex technical duties related toplanning and supervising the utility's power supply planning, rates, fuels procurement and inter-utility and conservation programs and activities. Assists in ensuring cost-effective power resources and fulfillment of overall revenue requirements.

Works under the close to general supervision of the Deputy Director.

ESSENTIAL FUNCTIONS (Performs Some or all of the following)
Administrative Functions: Organizes, develops, and provides goals, assumptions, study input parameters, analysis and conclusions relating to the following: long-term power production supply expansion studies, fuels procurement and contract administration, electric system long-term revenues and cost requirements, inter-utility contracts and negotiations, load and energy forecasts, transmission service needs and costs, and retail customer rate class cost of service studies.
Prepares and recommends information for the Deputy Director with respect to divisional studies and activities.
Assists in preparing reports and necessary information for Public Rate Change Hearings.
Day-to-Day Operations/ Technical Analysis: Writes detailed or technical reports of all findings, conclusions, and recommendations based on a thorough analysis and interpretation of data for presentation to the Deputy Director and others.
Assists in designing, evaluating, and proposing customer load management programs.
Internal & External Customers:Assists in establishing and designing retail customer load surveys and test monitoring programs used for customer class cost of service studies.
Performs related duties as assigned.
MINIMUM QUALIFICATIONS
- Education and Experience:
- Graduation from college or university with a bachelor's degree in a field related to area of assignment, i.e., Electrical Engineering;
AND
- Six (6) years of experience in performing above or related duties;
OR
- An equivalent combination of education and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.
- Knowledge, Skills, and Abilities:
Considerable knowledge ofelectrical system design, construction, and operation including production, transmission, distribution, and metering primarily as it relates to costs and efficiency; design and negotiation of electric utility wholesale power purchase and sale contracts; fuel procurement practices and related contract administration; use of customer load management techniques as they apply to increased system efficiency and reduced costs; electric utility accounting system and accounting standards established by FERC; content and application of electric customer class rate schedules; content and preparation of long-term electric system revenue and cost requirement studies; content and preparation of electric customer class cost of service studies; content and preparation of customer class test metering load surveys; customer appliance energy use and cost efficiency; basic budgetary principles and practices; administrative principles and practices, including goal setting and program budget development and implementation; administration of staff and activities for subordinates; applicable state, federal and local laws, rules and regulations; methods and techniques of research, statistical analysis, and report presentation; computer applications related to the work with an emphasis on spreadsheet expertise.
Considerable Skill inutilizing and understanding technical information unique to power plant operations, transmission and distribution system operations, and the Regional Transmission Operator’s Integrated Marketplace; application of mathematics, statistics, engineering, economics and analytical analysis; analyzing and resolving office administrative situations and problems; organizing work, setting priorities, meeting critical deadlines, and following up assignments with a minimum of supervision; applying logical thinking to solve problems or accomplish tasks; to understand, interpret and communicate complicated policies, procedures and protocols; communicating clearly and effectively, orally and in writing; planning, organizing, assigning, supervising, reviewing, and evaluating the work of subordinates; selecting and motivating subordinates and providing for their training and professional development; preparing clear and concise reports, correspondence and other written materials.
Ability to read, analyze and interpret professional periodicals and journals, technical procedures and government regulations; speak effectively before public groups and respond to questions; solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists; interpret a variety of instructions in written, oral, diagram, or schedule form; define problems, collect data, establish facts and draw valid conclusions; interpret a variety of technical instructions with abstract and/or concrete variables.
- Special Qualifications: (depending on area of assignment)
Must possess a valid driver's license.
Must complete required NIMS level training within first six months of hire.
May be required to be or become a licensed professional engineer (PE).
While performing the essential functions of this job the employee is frequently required to walk, sit, use hands to finger, handle, or feel, reach with hands and arms, talk or hear, and lift and/or move up to 10 pounds. While performing the essential functions of this job the employee is occasionally required to lift and/or move up to 25 pounds.
