The City of Independence is recruiting for a Telecommunications Supervisor. This position will oversee and direct installation, maintenance, and operations of communications and traffic control systems . This position will be open until filled.
GENERAL PURPOSE
Performs a variety of administrative, supervisory, and technical duties as needed to oversee and directthe installation, maintenance, and operations of communications and traffic control systems.
SUPERVISION RECEIVED & EXERCISED
This position performs work under the general supervision of the System Operations Manager.
Provides close to general supervision to Telecommunications Coordinator, Senior Electronics Technician and Electronics Technician.
ESSENTIAL FUNCTIONS
The Telecommunications Supervisor may perform a combination of some or all of the following duties, and perform related duties as assigned.
General Duties:
- Supervises and directs the work of technical staff engaged in various duties related to telecommunication and traffic control projects in accordance with policies, procedures, and applicable laws.
- Oversee employee life cycle management including interviews, hiring, performance appraisals, coaching, development and addressing concerns.
- Supervise daily scheduling of Electronics Technicians and directs other engineering and technical staff involved in major construction and capital communication and traffic control projects and daily repair and maintenance activities.
- Provide support for security CCTV system and access control systems utilized by the department.
- Ensures reliable performance and availability for SCADA/EMS data communications.
- Ensures reliable performance and availability of the fiber optic network system and the city’s traffic control systems.
- Analyze and assess current and future network needs and recommend upgrades/changes.
- Plan, design, and develop networks to transport voice, video, and data for both transmission and enterprise using modern technology.
- Implement and maintain the city’s private telecommunications network to support mission critical voice and data communications utilizing network equipment including voice and data dispatch radio systems, SONET multiplexers, CCTV, access control systems, point to point licensed and unlicensed microwave systems, multiple address radio systems, fiber optics, and other private and leased telecommunications networks.
- Provide support for specification and design of telecommunication equipment rooms, buildings, and radio towers and utility applications including SCADA, Traffic Control systems, demand-side electric load management, and some LAN/WAN connections.
- Develop and review engineering design packages, equipment configuration and ensure specifications are met.
- Maintain telecommunication records, drawings, and files.
- Monitor and maintain network quality levels.
- Assist the Network Operation Center (NOC) and System Operators in troubleshooting.
- Monitor and maintain UPS systems at both primary and backup operations centers.
- Ensure technical support for Transmission and Distribution field crews and liaison for other carriers regarding interconnections and other issues.
- Assist internal and external customers requiring advanced assistance in design or quality issues.
- Specifies and requisitions material for construction projects and monitors inventory levels of key material to ensure future requirements will be satisfied.
- Administer eRate Program for existing transport customers.
- Administer Loss Prevention programs to assist in recovery of asset losses on traffic infrastructure damages and outside plant communication infrastructure.
- Research and develop new technology that enhances current services and efficiencies; develop methods and procedures to increase efficiencies and integrity of data used to maintain networks.
- Lead equipment and technology evaluations; develop and lead training courses on new technology or systems to employees and/or customers.
- Manage annual budget for communication department: traffic control systems, leased telecommunications networks, microwave radio, fiber optic network expansion, maintenance, and testing.
- Attend and participate in staff meetings, completes required forms and paperwork, and prepares work program and reports work progress periodically.
- Focus on continuing growth in professional knowledge and skills by attending seminars and training programs and reading trade and professional journals and publications.
MINIMUM QUALIFICATIONS
Education and Experience:
- Graduation from college with a Bachelor’s Degree in electrical engineering, or related area;
AND
- Five (5) years of progressively responsible administrative experience performing above and related duties, which includes two years in a supervisory capacity;
OR
- An equivalent combination of education and experience that provides the required knowledge, skills, and abilities to perform the essential functions of the job.
Special Requirements and/or Qualifications:
Must possess advanced experience working with IP Routing protocols and network survivability.
Must have valid state driver’s license.
Must complete required NIMS level training within first six months of hire.
Knowledge, Skills, and Abilities Required:
Considerable knowledge ofvoice and data wide area network (WAN) technologies, including Optical, Fiber, Microwave, Broadband, Wireless technologies and Traffic Control Systems.
Considerable knowledge of layers 1-5 of the OSI network model.
Knowledge ofprinciples, practices, and advanced theories of engineering.
Knowledge of applicable federal, local, and state regulations.
Knowledge of construction and material specification development, governing organizational standards, and administration procedures.
Knowledgeable in record keeping, report preparation, filing methods, and records management techniques.
Knowledge of basic budgetary principles and practices, administrative principles and practices, including goal setting.
Skilled in selecting, developing, organizing, motivating, training, evaluating and effectively utilizing staff; using tact, discretion, initiative, and independent judgment within established guideline.
Skilled in researching, compiling, and summarizing a variety of informational and statistical data and materials.
Skilled in organizing work, setting priorities, meeting critical deadlines, and following up assignments with a minimum of direction.
Skilled in computation and analysis, including trigonometry, geometry, algebra, and elementary calculus.
Skilled in planning, organizing, assigning, directing, and reviewing the work performed by direct reports.
Ability to apply logical thinking to solve problems or accomplish tasks.
Ability to understand, interpret, and communicate complicated policies, procedures, and protocols.
Ability to communicate effectively, both verbally and in writing.
Ability to prepare clear and concise reports, correspondence and other written materials.
Ability to troubleshoot complex packet and circuit switched network communication issues.
Ability to design and implement large scale wide area network (WAN) technologies.
Able read and understand engineering plans and specifications.
Ability to apply concepts such as fractions, percentages, ratios and proportions to practical situations.
Ability to read and interpret documents including safety rules, operation and maintenance instructions, and procedure manuals.
Ability to read, analyze and interpret professional periodicals and journals, technical procedures and government regulations.
Ability to speak effectively before public groups and respond to questions.
Work Environment and Physical Demands
Work is generally performed in a typical office environment. Occasionally, job duties may require field work including work performed in hazardous areas of the utilities substation environment and in the public roadways in support of repair and maintenance operations in which may subject the incumbent to exposure to outdoor temperatures, dirt and/or dust. Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, pull or otherwise move objects Frequent activity includes walking, sitting, use of equipment including computer accessories, reaching, and talking. Repetitive motion. Substantial movements (motions) of the wrists, hands, and/or fingers.
