The Deputy Chief is responsible for the administration and supervision directing the emergency medical response and operations of the ambulance service. Works under general supervision.Duties and Responsibilities:
EMS Administration
- Supervise and oversee the daily operation of the ambulance service as the direct supervisor of the battalion chiefs.
- Serves as a key contact for the ambulance service working with Emergency Management and all other first response organization including fire departments and law enforcement.
- Serves in the command capacity at large events or mass casualty incidents. Works with Emergency Management and other agencies with the implantation of the Incident Command System and operations at event that tax the system capacity and resources.
- Serves as infection control officer for the department.
- Oversee the vehicle maintenance needs and schedules maintenance.
- Reviews the use of PPE as the Infection Control Officer and determines need for procuring additional supplies and equipment.
- Monitors reports for operation efficiency including call volume, response times, scene times, transport destinations, and patient acuity.
- Supervises the Quality Control/Quality Improvement program and works with the Medical Director on call review and identifying any areas of individual weakness for training topics and on-going staff development.
- Completes paperwork for quarterly submission to the Kansas Board of EMS.
- Meets with the Medical Director as part of the quality improvement process and review calls and patient care to identify any areas of weakness or areas where improvement could be made.
- Responsible for monitoring all State and Federal ambulance regulations and requirements and ensuring department compliance.
- Participates in community and public education including demonstrations to schools, civic groups, and local businesses.
Department Management:
- Provides leadership and insight to the department by using experience and knowledge to address issues and concerns.
- Maintain department inventory, updating inventory items and purchases and deletes items no longer on inventory.
- Supervises vehicle and equipment procurement process. Oversees the purchase and replace of ambulances and equipment.
- Supervises the fleet maintenance program including scheduling vehicle maintenance, ordering tires, and scheduling tire replacement, the repair and/or replacement of emergency lights, windshield replacement, and other vehicle maintenance issues.
- Works with the EMS Chief in the development of the operational budget and revenue projections for the department and participates in the presentation of the budget to the Board of County Commissioners.
- Supervises the interview and orientation process for new employees.
- Actively involved with the Battalion chief in rewarding employees, providing counseling and disciplinary action. Will work with the Chief in terminating employment when necessary.
- Addresses employee concerns and complaints and will respond to concerns or complaints for others outside of the department.
- Participates in annual budget preparation and presentation to the Board of County Commissioners.
- Inventory updates and submission to the County Clerk.
- Establishes annual goals and expectations for shift and department.
- Participates in the review and recommendation of equipment and ambulance replacement.
- Participates in the strategic plan for the department and establishes long term goals and strategies.
- All other duties as assigned.
- Participates in interviewing and hiring of new staff.
Training:
- Supervises all department training by functions as the Training Program Coordinator and person of record to file with the Kansas Board of EMS. Maintains records for all training completed and files a report quarterly with the KBEMS to remain in compliance with KBEMS requirements.
- Works with the Battalion Chiefs and Lieutenants on coordinating training programs for the staff.
- Submit continuing education hours to the appropriate authority for annual recertification of professional licenses.
Position Requirements:
- High school diploma or equivalent; 4-year college degree preferred; a minimum of 3 years’ experience as a paramedic with Miami County EMS, or five years’ experience as a paramedic in another advanced life support EMS system
- Position requires on-call/stand-by work; required to work on holidays; shift work
- Proper uniform required
- Kansas Certified Paramedic
- Valid driver’s license.
- AHA, Instructor for HS, BLS, ACLS, and PALS Provider Certification required. Instructor status preferred. Completion of NIMS 100, 200, 300, 400, 700, and 800 and Public Information Officer (PIO) within 6 months of employment is required.
- Hazardous Materials Awareness, AMLS, PHTLS, and EPC Provider/Instructor preferred. Kansas Training Officer or Instructor/Coordinator certification preferred.
- Supervisory/leadership experience preferred
Knowledge:
- Computer software programs and applications such as MS Office.
- County and/or city government administration.

- EMS and the operations of an ambulance service with the delivery of pre-hospital emergency medical services.
- Currently accepted standards of patient care and the established scope of practice for the paramedic in the care of the sick or injured.
- The Incident Command System and the application of ICS structure at an incident.
- Knowledge of infection control policies and procedures, including source patient testing, employee testing, and management of PPE supplies.
