The City of Independence Power and Light Department is seeking a GIS Supervisor. This position performs a variety of professional and technical supervisory duties related to developing, updating and filing of drawings and databases for substation, transmission and distribution projects and related facilities. The GIS Supervisor plans & coordinates work associated with AutoDesk/ESRI and Geographic Information Systems (GIS), including interfaces with Outage Management, Design and Job Order systems CityWorks software.
This position works under the general supervision of the Power Engineering Manager and provides close to general supervision to GIS/CAD staff.
ESSENTIAL FUNCTIONS (Performs Some or all of the following)
Leader/Managerial Functions: Supervises and directs the work of GIS/CAD staff engaged in various duties related to engineering projects and AutoDesk/ESRI GIS database updates. Oversees and coordinates technical aspects of all GIS/CAD related projects and database records; oversees the day-to-day operations of unit activities to ensure effective and efficient accomplishment of goals; resolves complex GIS/CAD issues.
Carries out supervisory responsibility in accordance with policies, procedures and applicable laws including: interviewing, hiring and training, planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Works closely with System Program Group to assure efficient and seamless interface between other in-house software programs.
Day-to-Day Operations: Compiles information, prepares reports of Division’s activities and projects; reports on the status of projects.
Maintains inventory of supplies and equipment needed to complete job tasks; schedules repair and maintenance of equipment; recommends replacement of equipment; prepares and processes requisitions for needed items; writes technical specifications for equipment; reviews proposals and makes recommendations for award of contracts.
Facilitates integration and exchange of data between GIS/CAD systems, Outage Management, Job Order systems, CityWorks and Engineering automated design program; maintains a variety of records and reports in order to provide a comprehensive system for records retention.
Financial Functions:Prepares operating and capital improvement budget requests for various projects related to GIS/CAD; develops project milestones, timelines, to assure timely integration with existing systems or programs.
Internal & External Customers: Coordinates the work of GIS/CAD staff with other Divisions of Power & Light and with other City Departments when required to facilitate accurate and efficient completion of work related to facility maps, engineering analysis and database records; assists with other COI departments with minor office equipment and office designs including procurement and installation.
Responds to inquiries from Power & Light Divisions and other City Departments in order to provide information, dashboards and reports from GIS/CAD system; prepares, provides & updates maps & data sets to Engineering, T&D and Plant “customers”; interacts with others both within and outside one's own department and/or the public to exchange information, provide advice, solve problems, persuade others, and efficiently accomplish goals and objectives.
Interacts with vendor and manufacturer representatives to review and evaluate various equipment and GIS/CAD software updates; writes specifications for equipment and creates specification drawings; coordinates with IT Tech Services personnel on software updates for GIS/CAD.
Reviews and approves Joint Use and Small Cell attachments between various utilities; updates utility attachment lists through correspondence with telecommunications and cable company representatives. Maintains records of railroad lease agreement.
Prepares specifications and related documents for update and/or improvement for GIS/CAD projects; performs contract administration duties for bidding and award of contracts; meets with vendors & contractor representatives from GIS/CAD companies to discuss projects schedules and procedures and to resolve problems or conflicts.
Performs related duties as required.
MINIMUM QUALIFICATIONS
Education and Experience:
Graduation from college or university with a bachelor's degree in GIS/CAD, Drafting design or related field.
AND
Five (5) years of experience progressively responsible professional experience in a field related to above duties;
OR
An equivalent combination of education and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.
Knowledge, Skills, and Abilities:
Considerable knowledge of principles, practices and standards of engineering, construction, and electrical systems; AUTODESK/ESRI software usage and advanced application pertaining to maps, drawing development, file hierarchy and archiving procedures; computer usage and applications related to the work, including spreadsheet, database, and word processing software; recordkeeping, report preparation, filing methods and records management techniques; applicable state, federal and local laws, rules and regulations; principles and practices of management, administration, and supervision.
Skill in using spreadsheet and database software as a basis for graphical report preparation; using AUTODESK/ESRI systems pertaining to GIS applications; interfacing software utilizing AUTODESK/ESRI databases; verbal and written communications; using tact, discretion, initiative and independent judgment within established guidelines; researching, compiling, and summarizing a variety of informational and statistical data and materials; supervising and directing the work of others; organizing work, setting priorities, meeting critical deadlines, and following up assignments with a minimum of direction; preparing clear and concise reports, correspondence and other written materials; applying logical thinking to solve problems or accomplish tasks; to understand, interpret and communicate complicated policies, procedures and protocols.
Ability to give direction and gain compliance from subordinates; mentor IPL GIS/CAD staff; interpret and apply established rules, regulations, policies, and procedures; establish and maintain effective working relationships with others; select, develop, organize, motivate and effectively utilize staff; independently assimilate facts and draw sound conclusions; read and understand construction plans, blueprints, technical codes and specifications; read, analyze, interpret professional periodicals and journals, technical procedures and government regulations.
Special Qualifications: (depending on area of assignment)
Must possess a valid Driver's License.
May be required to possess or acquire ESRI and/or AUTDESK certifications.
Must complete required NIMS level training within first six months of hire. Valid State Driver's License
Work Environment:
While performing the essential functions of this job, the incumbent is occasionally required to climb or balance; stoop, kneel, crouch, or crawl; use hands to handle, finger, or feel; and to reach with hands and arms. Normal office environment with limited exposure to outdoor temperatures, dust or dirt. Mental application utilizes memory for details, verbal instructions, complex thinking and creative problem solving.
