GENERAL PURPOSE:
Under various supervision, performs the tracking and maintaining of Public Works inventory. Performs skilled cleaning, repair, inspection, and maintenance work of the City’s water, sewer system and pump stations; operates a variety of equipment in the construction, repair, maintenance, and replacement of City water and wastewater facilities and systems; and maintains and repairs the water and treatment plant facility and fixtures as needed/required.
PRIMARY DUTIES AND RESPONSIBILITIES:

Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties as assigned.
In area of assignment:
WASTEWATER:
- Performs sewer line, pump station, and point repair and maintenance including cleaning and root cut with the Jet-Vac truck; operates a variety of equipment and machinery in performing tasks; completes work zone safety form and ensure safety of crew and integrity of repairs; troubleshoots, cleans, repairs, and replaces vacuum pumps, plumbing, probes, floats, and water separators; changes pump seals; removes pump impeller obstructions; vacuums wet wells; and troubleshoots and repairs the electrical systems.
- Troubleshoots and repairs facility equipment including electrical wiring of out buildings; repairs or replaces a variety of equipment including grit collector chains, sprockets, aerator discs, drive belts, filter presses, belts, power cylinders, pumps, gear boxes, seals; and check and shut off valves; overhauls pressure regulators, air compressors, sludge umps, power washer pumps and valves; changes the oil and greases equipment; and repairs and replaces electrical wiring on equipment as needed.
- Repairs manholes; replaces damaged lids, frames, metal and concrete rings and seals with pressure grout; raises manholes to grade; conducts televising with push camera of sewer mains for obstructions and damage; digs ditches; constructs safety shoring to repair sewer mains; and repairs service lines and reconnects to the sewer main.
- Monitors creeks and streams for pollution and dumping; and performs fence and gate repairs as needed; assists the Engineering Department on sewer line installation and inspection; assists contractors with troubleshooting and repairs of facility and pump stations; and assists with large scale sewer televising operations; repairs and constructs concrete encasements around sewer main in the creeks; rip-rap creeks to protect encasements; sets up forms and puts down rock; pours concrete for driveways and sidewalks; monitors sewer flow and downloads data logs on laptop computer;
WATER:
- Repairs water breaks; performs water taps; digs up and replaces water pits; and lays sod for water breaks.
- Performs turn off and turn on of customer’s water; responds and replies to customer complaints and concerns; and locates water utilities and lines for customer requests.
- Takes water samples from several areas in the City and forwards to the State; tests water meters for customers; exercise water main valves; inspects fire hydrants to ensure they are working properly; and inspects and cleans pump stations.

- Trains new employees as needed; and inspects and cleans all water division properties.
- Customer Service:
- Locates and reads water meters on an assigned route and records and logs readings
- Checks consistency of meter readings and reports unusual cases
- Processes and performs delinquent water shut off and turn on; responds to and assists customers with questions and concerns and issues
ALL:
- Tracks, maintains, and replenishes inventory used by the Public Works Department.
- Conducts minor vehicle repairs; responds and troubleshoots odor calls from residents; installs and repairs facility water lines (fresh and effluent); repairs facility fixtures, toilets, urinals, sinks, and lighting; marks sewer and water lines for Missouri One Call; performs other minor facility upkeep and repairs such as painting and fiberglass repair; and maintains all equipment, small engine repairs, tune-ups, oil and filter changes.
- Plows snow and puts down salt and sand around stations and facilities as needed during the winter months; mows, weeds, trims trees and performs tree removal around grounds, facilities, and fire hydrants; and unloads heavy parts and materials needed at the facility.
- Assists the Foreman with budget information, vendor demonstrations; and assists other municipalities in emergency repairs, pump station and culverts repairs and maintenance.
- Supports the relationship between the City of Belton and the constituent population by providing excellent customer service; promotes the City goals and priorities in compliance with all policies and procedures; maintains absolute confidentiality of work-related issues, client records and City information; and performs related duties as required or assigned.
- Ensures that job duties are completed in strict adherence to established safe work practices.
MINIMUM QUALIFICATIONS:
Required knowledge, skills, and abilities:
- Modern methods and techniques as applied to the design, construction, and maintenance of water/wastewater projects.
- EPA, DNR, APWA, and WEF materials, manuals, technical drawings and blueprints, local building codes and repair manuals.
- Mathematics, hydraulics, statistics, and engineering principles.
- The operation of a variety of equipment and tools used in water/wastewater maintenance and repair.
- Structure, organization and inter-relationships of city departments, agencies, and related governmental agencies and offices affecting assigned functions.
- Effective communication principles and practices.
- Basic records management methods and techniques.
- Project management practices and techniques.
- English usage, spelling, grammar, and punctuation.
- Modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, and statistical databases.
REQUIRED SKILL IN:
- Utilizing personal computer software programs and other relevant software affecting assigned work.
- Establishing and maintaining effective working relationships with staff, management, vendors, outside agencies, community groups and the general public.
- Performing technical work, maintenance and repairs of complex water/wastewater equipment.
- Safe operation of various construction equipment and hand tools associated with water/wastewater maintenance and repair functions and excavation equipment.
- Interpreting codes, ordinances and policies.
- Reviewing, reading, analyzing, and interpreting equipment repair and maintenance manuals, blueprints, and technical drawings.
- Interpreting and applying applicable federal, state, and local policies, laws, and regulations.

Education and Experience:
UTILITY MAINTENANCE WORKER 1
- High School Diploma/GED.
- 6 months of experience in the operation and maintenance of water systems that includes the operation of a variety of heavy construction equipment related to water maintenance, repair, and construction work.
- Possession of a valid Class B State Commercial Drivers License with air brakes within six months of hire;
- Possession of Traffic Control Certificate within six months of hire
- Possession of Flagger Training within 6 months of hire
UTILITY MAINTENANCE WORKER 2
- Street Maintenance Worker 1 plus:
- 2 years of experience in the operation and maintenance of water systems that includes the operation of a variety of heavy construction equipment related to water maintenance, repair, and construction work
- Possession of Wastewater Class D License
- Possession of Distribution System Operator III License
- Possession of Voluntary Collection Systems Certificate
- Possession of NIMS certificates
- Possession of OSHA 10 certificate

Physical Requirements:
- Work is generally performed in water/wastewater facility with the majority of work being performed in the field; regularly is required to lift and carry items weighing up to 80 pounds.
- Regularly is exposed to dangerous machinery, extreme weather conditions, potential physical harm, hazardous chemicals, and infectious disease when working at or conducting on-site inspections of water and wastewater infrastructure construction, maintenance and repair projects and other related duties.
