GENERAL PURPOSE:
Under supervision, performs a variety of routine semi-skilled labor to skilled
street maintenance duties that includes the operation of various vehicles, equipment and power equipment in the maintenance and repair of City streets. May serve as a crew leader on projects.
PRIMARY DUTIES AND RESPONSIBILITIES:
The following duties are not intended to serve as a comprehensive list of all duties performed by the individual in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties as assigned.
- Performs asphalt repairs and maintenance; repairs bad sections of asphalt including milling, hauling off materials removed, and replacing failed base sections; lays surface mix asphalt using a bobcat, shovels, roller, and /or lay down machine; flags traffic; patches potholes; and crack seals using squeegees and the crack sealing machine.
- Performs concrete related work including replacing sidewalks, curbs, driveway approaches as needed; tears out sections to be replaced using bobcat or backhoe; hauls materials away; sets up concrete forms and level; fills the location with rock, pours concrete, and finishes using various hand tools; removes forms and backfill as necessary once concrete has cured.
- Performs snow and ice removal; installs snow plows and salt spreaders on dump trucks and various pickups; uses loader to fill the salt spreaders and plows and spreads salt on City streets as needed; mixes salt brine and sprays on various streets including hills and intersections; and cleans and maintains trucks, spreaders and plows.
- Operates various pieces of equipment including skid steer with various attachments, asphalt roller, backhoe, mowers, sweeper, mo-trim tractor, asphalt paver and loader.
- Maintains storm drains; cleans out and grades ditches using appropriate equipment; lays rip-rap in ditches and on creek banks; cleans storm drains using shovels and picks; repairs and replaces culvert pipes and storm drains as needed and backfills around storm boxes and culvert pipes.
- Assists the Sign Maintenance Technician with sign maintenance and painting of crosswalks and stop bars; and assists with any emergencies as needed.
- Serves as crew leader on projects; establishes grade; calculates asphalt and concrete; assigns job duties; problem solves on the job site; maintains a safe job site; and interacts with citizens.
- Performs maintenance duties including servicing and repairs of all equipment which includes changing the teeth on the bobcat mill attachments, changing the brooms on the street sweeper, replacing hydraulic lines and cylinders, and changing tires; repairs lights; performs fabrication work, welding and torch repair of equipment.
- Supports the relationship between the City of Belton and the constituent population by providing excellent customer service; promotes the City goals and priorities in compliance with all policies and procedures; maintains absolute confidentiality of work-related issues, client records and City information; and performs related duties as required or assigned.
- Ensures that job duties are completed in strict adherence to established safe work practices.
MINIMUM QUALIFICATIONS:
Required knowledge, skills, and abilities:
- Performing maintenance and repairs of equipment and hand tools used.
- Safe operation of various construction equipment and hand tools associated with street maintenance and repair functions and excavation equipment.
- Interpreting codes, ordinances and policies.
- Reviewing, reading, analyzing, and interpreting equipment repair and maintenance manuals, blueprints, and technical drawings.
- Interpreting and applying applicable federal, state, and local policies, laws, and regulations.
- Operations, services, and activities of a City Public Works Department and street operations and maintenance functions.
- Modern methods and techniques as applied to the design, construction, and maintenance of street projects.
- Various equipment materials, manuals, technical drawings and blueprints, local building codes and repair manuals.
- The operation of a variety of small to medium sized construction equipment and tools used in street maintenance and repair.
- Basic records management methods and techniques.
- English usage, spelling, grammar, and punctuation.
- Modern office procedures, methods, and equipment including computers and computer applications necessary for completion of work-related logs and reports.
- Understanding directions and relaying information in effective oral and written communication.
- Establishing and maintaining effective working relationships with staff, management, vendors, outside agencies, community groups and the general public.
Education and Experience:
STREET MAINTENANCE WORKER 1
- 6 months of experience in street maintenance and construction work that includes work with concrete, asphalt, and associated equipment; OR an equivalent combination of education, training, and experience.
- Possession of a valid Class B State Commercial Drivers License with air brakes within six months of hire;
- Possession of Traffic Control Certificate within six months of hire.
- Possession of Flagger Training within 6 months of hire.

STREET MAINTENANCE WORKER 1
Physical Requirements:
- Work is generally performed out of a street maintenance facility with the majority of work being performed in the field.
- Required to lift and carry items weighing up to 80 pounds
regularly.
- Regularly exposed to dangerous machinery, extreme weather conditions, hazardous chemicals, and potential physical harm when working on street construction, maintenance and repair projects and other related duties.
