Enforcement Specialist (Zoning Enforcement Inspector)
Position Summary
The Zoning Enforcement Inspector is responsible for enforcing the Unified Government’s zoning ordinance and land use regulations to ensure compliance with adopted development standards. This position investigates complaints, conducts field inspections, and documents violations related to zoning, land use, and property compliance.
The Zoning Enforcement Inspector works closely with planning staff, building inspections, and other departments to address zoning violations and support orderly development. The position also provides guidance to residents, property owners, and businesses regarding zoning requirements and corrective actions needed to achieve compliance.
Essential Duties and Responsibilities
Zoning Enforcement and Inspections
Conduct field inspections to identify and investigate potential violations of zoning and land use regulations.
Enforce provisions of the Unified Government’s zoning ordinance and applicable development standards.
Investigate complaints related to illegal land uses, signage violations, setback encroachments, outdoor storage, occupancy issues, and other zoning concerns.
Issue notices of violation, warning letters, and compliance orders in accordance with enforcement procedures.
Conduct follow-up inspections to verify corrective actions and ensure compliance.
Case Investigation and Documentation
Maintain accurate records of inspections, violations, enforcement actions, and case status.
Document violations through written reports, photographs, and field notes.
Track cases through compliance and coordinate enforcement actions when violations persist.
Prepare documentation and evidence for administrative hearings or court proceedings when required.
Coordination with Departments
Coordinate with planning staff, building inspectors, and permitting staff to resolve zoning compliance issues.
Work with engineering, environmental, and public works departments when violations involve multiple regulatory areas.
Assist in identifying zoning compliance issues during development and permit review processes.
Public Interaction and Customer Service
Respond to citizen complaints and inquiries regarding zoning regulations and property compliance.
Provide information to property owners, tenants, contractors, and businesses regarding zoning requirements and corrective actions.
Participate in meetings with property owners to discuss compliance timelines and enforcement procedures.
Administrative Support
Assist with maintaining zoning enforcement databases and tracking systems.
Support preparation of reports related to zoning enforcement activity.
Provide input on recurring enforcement issues that may require ordinance updates or policy changes.
Minimum Qualifications
Education
High school diploma or equivalent required and three years of related inspections experience.
Associate’s degree or coursework in one of the following fields is preferred:
Urban Planning
Public Administration
Construction Management
Criminal Justice
Environmental Studies
Or a related field
Experience
Two (2) years of experience in code enforcement, zoning enforcement, building inspection, planning, property management, or a related field.
Equivalent combinations of education and experience may be considered.
Preferred Qualifications
Knowledge of municipal zoning regulations and land use enforcement practices.
Experience working in local government inspection or code enforcement.
Familiarity with property inspection documentation systems and permitting software.
Certification or ability to obtain certification in zoning or code enforcement within a specified timeframe.
Knowledge, Skills, and Abilities
Working knowledge of zoning ordinances, land use regulations, and property compliance standards.
Ability to interpret zoning maps, site plans, and development regulations.
Strong investigative and problem-solving skills.
Ability to document violations clearly and accurately.
Effective verbal and written communication skills.
Ability to interact professionally with the public, including in conflict situations.
Ability to work independently and manage multiple inspection cases.
Working Conditions
Work involves frequent field inspections in outdoor environments and varying weather conditions.
Regular driving throughout the jurisdiction to conduct inspections.
Interaction with residents, property owners, and businesses regarding compliance issues.
Occasional attendance at administrative hearings or court proceedings.
Salary Range:
$18.55 - $23.62/hr.
