Code Enforcement Officer
Requires successful post-offer completion of a background investigation, physical exam, and drug test (including marijuana/THC) as a condition of employment with the City of Harrisonville.
General Definition of Work
The Code Enforcement Officer is responsible for enforcing the minimum maintenance standards and condition of all properties, buildings, and structures within the City of Harrisonville, ensuring the structures are safe, sanitary, and fit for occupation and use. This includes enforcement of minimum maintenance standards for basic utilities, facilities, equipment, light, ventilation, heating, sanitation, and fire safety. The condemnation of buildings and structures unfit for human occupancy and use, and the demolition of such existing structures are also part of the enforcement responsibilities.
General supervision is provided by the Building and Codes Supervisor.

- Perform a variety of field and office work in support of the city’s code enforcement program, enforce compliance with city regulations and ordinances including those pertaining to zoning, land use, nuisance housing, building codes, health and safety, blight, graffiti, water waste, and other matters of public concern.
- Receive and respond to citizen complaints and reports from other agencies and departments on alleged violations of city municipal codes and ordinances, interview complainant and witnesses and conduct investigations.
- Conduct field investigations: inspect properties for violations, issue and post notices of violations, and related documentation for code violations, schedule and perform all follow-up functions to gain compliance including letters, inspections, calls, meetings, discussions, and negotiations to ensure compliance with appropriate codes and ordinances, issue administrative citations and notices of violations as necessary.
- Patrol Harrisonville city limits in a city vehicle to identify and evaluate problem areas and/or ordinance violations.
- Locate vacant residences and businesses, secure buildings with proper materials as necessary post the property as necessary, check vacant buildings regularly for transient activity, graffiti, and other forms of vandalism.
- Assists external and internal customers, city residents, and others in the interpretation and application of relevant codes and ordinances.
- May assist in researching, drafting, and rewriting municipal codes, participate in the development of forms and processes utilized to address various issues.
- Prepare evidence in support of legal actions taken by the city, appear in court as necessary, testify at hearings and in court proceedings as required. Maintain accurate documentation and case file on all investigations, inspections, enforcement actions, and other job-related activities including accurate and detailed information regarding code enforcement activity to substantiate violations, draw diagrams and illustrations and take photographs. Prepare a variety of written reports memos, and correspondence related to enforcement activities.

Minimum Qualifications
- High School diploma or GED is required.
- Satisfactory driving record and hold a valid driver's license.
- Must be able to perform a full range of municipal code enforcement and compliance.
- Skill in oral and written communication, preparation of clear and precise administrative reports.
- Knowledge of computers and job-related programs.
- Knowledge of municipal code enforcement principles, practices, relevant zoning, nuisance abatement, property maintenance, building and health and safety codes.
Special Qualifications
- Property Maintenance and Housing Inspector certification within six (6) months of hire.
- ICC Residential Building Inspector Certification within twelve (12) months of hire.
- May require ability to obtain specific licenses, and/or other certifications.
Pay ranges from $21.26 per hour up to $29.76 per hour, plus a generous benefit package.
