The City of Lenexa is seeking an experienced Human Resources Business Partner to serve as the dedicated HR professional supporting the Parks & Recreation Department, partnering with employees who bring parks, trails, recreation programs, and festivals to life for the community.
Position Summary
This mid-level HR role provides broad operational HR support with a strong emphasis on employee relations, full-cycle recruitment, and performance management, partnering closely with department leadership to address workplace concerns. The ideal candidate brings demonstrated experience building positive working relationships, navigating complex employee issues, and supporting organizational needs with sound judgment and professionalism.
Public sector experience and HR certifications such as SHRM-CP, SHRM-SCP, PHR, or SPHR are preferred.
Key Responsibilities
- Provides day-to-day HR support to employees and managers within the Parks & Recreation department ensuring a seamless delivery of services including employee relations, coaching, talent acquisition, performance management, training, classification and compensation, and compliance.
- Collaborates with Parks & Recreation leadership to implement HR initiatives, and provides guidance to supervisors and managers on employee relations matters including conflict resolution, workplace behavior expectations, and employee engagement practices to support a positive and effective work environment.
- Serves as the primary point of contact to coordinate all employee job changes within the Parks & Recreation department including promotions, transfers, compensation adjustments and resignations in accordance with policies and procedures.
- Performs new employee hiring, onboarding and orientation activities. Creates job requisitions and posts positions; screens applicants, conducts phone screens and interviews, and coordinates job offers. Leads full hiring process, creates offer letters, and coordinates all pre-employment screening and post-offer requirements and addresses any background concerns with candidates.
- Partners with hiring managers to determine talent outreach activities and researches and recommends marketing strategies. Stays current on the latest methods for successful recruitment and onboarding of a diverse and successful workforce. Works as a team with other subject matter experts to create and maintain the City's employer brand through a variety of channels, including social media and career fairs.
- Manages applicant tracking system (ATS) workflows, requisitions, postings and candidate records for Parks & Recreation applications.
- Compiles and submits required HR reports and data, monitoring metrics including but not limited to vacancy rates and turnover for Parks and Recreation department.
- Ensures compliance with federal, state, and local employment laws, supporting documentation, reporting and required recordkeeping.
- Participates collaboratively in team meetings, training sessions and professional development opportunities to build knowledge and skills in public sector HR.
- Collaborates and partners with other HR staff to ensure integrated and consistent HR service delivery.
- Represents the HR department in committees, work groups and/or special projects, as assigned.
Qualifications
Minimum: Bachelor's degree in human resources or related field, plus 3-4 years of broad operational HR experience and 2-3 years progressively responsible employee relations and full cycle recruitment experience.
Preferred: Some municipal government experience. SHRM-SCP, PHR or SPHR certifications.
Environmental and Physical Factors
Work is performed in a standard office environment. This is physically sedentary work; however, duties may require mobility to visit various City locations. Other physical requirements include the ability to sit for prolonged periods and visual acuity.
Compensation and Benefits
Compensation range for this position is $73,139 to $84,788 per year dependent on qualifications and directly related experience. The City of Lenexa offers a comprehensive benefits package including:
